The seminar will consider approaches to the development of low emissions strategies which seek to accelerate the uptake of low emission vehicles. Approaches covered will include planning based LES, those implemented through procurement and transport policy based LES. Policy, legal and technical aspects of LES will be provided. The development and implementation of Low Emission Zones will be explored, drawing upon examples in the UK and Europe. Case studies will be used to illustrate the feasibility of establishing an LES/LEZ including cost benefit assessments.
The seminar is aimed at those LA officers at operational level whose duties include planning and environmental, particularly air quality, management aspects and particularly those who require a more detailed and specific knowledge regarding the development, implementation and impact of LES or LEZ. Delegates will need some knowledge of air quality management issues. This training seminar will benefit those local authority officers who are managing resources to fulfil their statutory duties and are responsible for setting, managing and delivering performance of the air quality team. Introductory material on air quality can be found on the EMAQ+ website.
As well as providing specific information and guidance, this seminar is an opportunity to network with professional colleagues responsible for air quality management and includes an opportunity for discussion at the end of the day to deal with specific issues. Subject to stakeholder feedback, we will provide suitably qualified candidates - who satisfactorily pass an online proficiency test - with an endorsement to their Essentials of LAQM Certification. |

EMAQ+ Essentials of LAQM (Part 2) – Monitoring and Compliance |

This seminar will address the issues associated with assessing air quality via active and passive measurement systems. The seminar will cover monitoring techniques; the quantification of particulate matter, when data correction may be needed and how to make it; the air pollutants normally found in the particular phase; determining the concentrations of gaseous compounds using gas analysers, how to calibrate them and the data ratification process. The use of diffusion tubes to monitor concentrations of ambient nitrogen dioxide and an overview of the precision and accuracy of the data they provide. The seminar will cover sampler siting requirements and data quality management. It will also provide a review of laboratory inter-comparisons and how to find information on laboratory performance. Worked examples will be given of a bias adjustment calculation, which is necessary for submitting data to Defra and the Devolved Administrations. Tools and thresholds for screening assessment are also presented together with worked examples.

EMAQ+ Essentials of PPC Part I - Introduction to Environmental Permitting |

The purpose of this seminar is to put environmental permitting and the regulation of scheduled activities into context when considering the overall environmental pollution control framework. In essence, where does PPC fit into the various schemes for environmental protection? In particular the interface with Climate Change, Nuisance, Development Control, Clean Air legislation, Air Quality and Waste Regulation, will be considered. The legal framework supporting LAPPC and LAIPPC, the Industrial Emissions Directive (IED) - which replaces the current IPPC, SED, WID Directives, and the structure of the new Environmental Permitting (England and Wales) Regulations 2011 will be considered. The role of guidance including the General Guidance Manual, and PG/SG notes will be reviewed. Finally the legal duties and responsibilities placed on LA's will be discussed in detail.

We will define what volatile organic compounds (VOC) are according to EU and UK legislation, and look at compliance options for SED. In particular we will look at what emissions there are and how they are controlled using contained and fugitive emission limits. The seminar will also examine the derivation of VOC target emissions (for use with solvent reduction schemes) and how compliance can be demonstrated. It will also examine the structure of solvent management plans and a range of possible solvent emission control strategies - including both solvent reduction schemes and end of pipe solutions. The seminar will also examine the various methods by which the inputs and outputs of solvent management plans can be obtained and refinements developed. In addition, the seminar will contain example exercises and break-out working, whereby delegates can gain useful experience and knowledge of the practical and administrative aspects of regulating VOC emissions from solvent using processes. We will also look at an example which falls outside the normal requirements for SED and look at the concept of derogation.
